PURPOSE OF JOB

Managing the Business Continuity (BC) and Civil Contingencies Act regulatory requirements across all functions and departments of the Force, ensuring that the BC plans are kept updated and fit for purpose.

MAIN DUTIES

• Ensure that the force has a fully developed and cohesive strategy for all civil contingencies and business continuity issues.

oEnsure all areas demonstrate full compliance with the strategy
oEnsure BC plans comply with BS 25999-2.

• Ensuring the full compliance with the Civil Contingencies Act as a category 1 responder under the terms of the Act.

oCompliance will be devolved to Area Contingencies Officers.
oPrepare for internal and external audits.

• Ensuring all stations and offices have a Business Continuity Plan which provides for at least the main threats to the core business.

• Compliance for Areas will be devolved to the Area Contingencies Officers.

• Prepare for internal and external audits.

• A member of the Critical Incident Team for any emergencies located at FHQ

• Ensuring the force has adequate representation on and liaison with the Regional Resilience Forums, Business Continuity Forums.

• Attendance at Forums, sub-groups, and specialist working groups will be devolved mainly to the Area Contingencies Officers, subject to several criteria.

• Keeping the force fully apprised of current issues, procedures and initiatives, in relation to Emergency planning, Business Continuity, and regulatory requirements.
• Attendance at the six quarterly meetings of the London LRF’s, their risk assessment working groups and the quarterly (pan-London) risk working group.

SUBSIDIARY DUTIES

• Liaison with the Area Contingencies Officers to provide force-wide cohesion of planning, exercise and invocation.

• A structure of regular evaluation meetings with the Area Contingencies Officers will ensure that all plans are reviewed to a published timetable.
• Cohesion of exercises will mean a minimum of one table-top exercise per annum per area.

• Ensuring the force is sufficiently apprised of imminent issues to ensure an equitable and timely response.

• Mandatory requirements will be circulated to the Area Contingencies Officers and to FHQ

• Forthcoming issues will be circulated as deemed necessary.

• Ensuring cohesive and accurate planning to manage the imminent flu pandemic.

• Arrange training/awareness sessions to be given throughout the Force, either by the Contingency Planning Officers, or by external agencies, as deemed necessary.

• Ensure clear and effective change management to take account of mandatory and advised modifications to planning and work practices.

ESSENTIAL QUALIFICATIONS / EXPERIENCE

• Good standard of education or experience of Business Continuity processes gained preferably within a similar sector.
• Firm appreciation of facilities management desirable
• An understanding of the Police Sector.
• Knowledge of auditing processes and organisational structures.
• Manage projects through the project cycle.
• Able to work with others to achieve results.
• Excellent communication skills.
• Able to balance detail with the overall strategy.

• The role requires some flexibility in that travel across the UK will be expected
