To assist the Head of General Services in delivering an efficient and effective service regarding the enforcement of the Cleaner Neighbourhood Legislation throughout the District.

MAIN DUTIES

To Investigate complaints relating to incidents of fly tipping and littering.

To provide advice on relevant legislation and subsequently deal with complaints and take the necessary action to ensure compliance with the provisions of the relevant Acts. To write reports pertaining to the Cleaner Neighbourhood Legislation and the EPA (1990) Waste Disposal (Amenity) Act (1978) and associated activities and provide details on specific environmental issues as necessary.

To undertake site visits including out-of-hours work as necessary.

To liaise with staff within the General Services Department and Environmental Health Department and the Local Contracts Management Officer, street cleaning staff and others to identify fly tips and gather evidence for enforcement purposes.

To interview witnesses and complainants and take statements as appropriate. To undertake both verbal and written taped interviews with suspects whilst under caution in accordance with the Police and Criminal evidence Act (1984) guidelines. To prepare the Council’s case for prosecutions by written representation, liaise with the Council’s Legal department and present cases to Court as necessary. To maintain all necessary records and undertake appropriate correspondence with interested parties.

To use covert CCTV equipment and other surveillance techniques as appropriate, whilst complying with the requirements of the Regulation of Investigatory Powers Act, for the purposes of gathering evidence.

To identify and implement long term solutions to non-containment and illegal presentation of commercial waste and littering problems through a collaborative approach with private/commercial/business offenders, and where agreed measures fail, take appropriate action to enforce the relevant legislation.
