Details:
To co-ordinate the whole business planning and performance reporting cycle, utilising the National Intelligence Model (NIM), so as to provide a consistent picture for Chief Officer and Police Authority decision making. To research the future business environment of the force, identify issues needing to be tackled, formulate outline proposals and estimate the costs of addressing each issue presenting options to the Senior Command Team to assist in decision making.
To market and develop the NIM model within the force.
Develop, maintain and co-ordinate the NIM system across all business areas
Develop and maintain appropriate policy and procedural documentation, in relation to the NIM system, ensuring periodic reviews and compliance with overall corporate policy.
Prepare and present Strategic/Tactical assessments and control strategies within pre-set timescales.
Maintain contact with Chief Officers to include aspirations for development of the Constabulary.
Acquire nuclear site life cycle baselines and near term work plans and maintains contact with nuclear site personnel so as to predict step changes in demands for Constabulary services.
Maintain forecasts of major escort operations and build into long term resourcing plan.
Manage the Business Planning Co-ordinator’s effort to align long term and CNPA 1-3 year strategic plans.
Research the future policing business environment to identify upcoming issues.
Conduct environmental scanning to identify likely changes in political, environmental, social, technical, economic and legal factors that will affect the force.
Identify strategic developments in Home Office / Scottish Executive police forces and other national policing bodies.
Identify significant developments in the management practices of commercial organisations.
Analyse data and prepare reports giving options and recommendations for strategic decisions by Constabulary Chief Officers and the Police Authority.
Maintain overview of strategic risks insuring that they directly inform the planning process:
Review risk register regularly.
Identify strategic risks and mitigation strategies.
Analyse the likelihood and consequences of the risks identified.
Ensure risks are reported regularly via the NIM groups and
Strategic Tasking meetings.
Manage the staff producing 0-3 year plans and performance data analysis for current year activities
Ensure alignment of planning, objective setting and performance monitoring throughout the Constabulary.
Ensure timescales for producing plans and reports are met.
Ensure plans and reports are accurate, concise, relevant, consistent and well written.
Line management objective setting and performance management.
