PURPOSE OF THE JOB:
To contribute to the work of the Financial Services Department in maintaining an accounting service for the Police Service and in providing financial and management information and advice to all levels of staff within the service.
MAIN RESPONSIBILITIES:
• Maintain and monitor the integrity of financial systems, ensuring that financial transactions are processed accurately and efficiently to provide budget holders with reliable and timely information.
• Provide day by day expert advice and support to budget holders, managers and other Finance staff as necessary.
• Develop budget management reports in response to changing requirements to ensure continued relevance of information provided.
• Take responsibility for the preparation of budgets to provide the basis for effective financial control.
• Manage and interpret detailed monitoring procedures to identify areas of under and over spending and to facilitate optimum utilisation by the Force. Ensure that virements are consistent with Force policy and financial regulations.
• Complete the closedown of accounts and the production of the statutory Statement of Accounts.
• Manage the preparation of capital estimates and in the monitoring of expenditure against those estimates.
• Prepare such statistical information and grant claims as may be required by Government Departments and other bodies.
• Undertake various reconciliations of key corporate control accounts.
• Take responsibility for the accurate preparation of VAT returns by the due dates.
• Manage and support ad-hoc project work to meet the objectives of the Finance Department.
NOTE:
The job description reflects the major tasks to be carried out by the post holder and identifies a level of responsibility at which the post holder will be required to work. In the interests of effective working and major tasks may be reviewed from time to time to reflect changing needs and circumstances. Such reviews and other consequential changes, will be carried out in consultation with the post holder. The post holder will be also required to carry out such other duties as may be determined from time to time to be within the general scope of the post.
CONDITIONS OF SERVICE:
The appointment will be full time and subject to the conditions of service of the Police Support Staff Council.
The annual leave entitlement is 23-24 days with an additional 5 days after 5 years continuous service.
PERSON SPECIFICATION
ESSENTIAL CRITERIA
• Qualified or will gain qualification within twelve months of taking up the post and must be experienced as an Accounting Technician.
• Experience of computer based accounting systems, spreadsheets and integrated office systems.
• Accustomed to working with confidential information.
• Self-motivated and able to work on own initiative often within strict deadlines.
• High level of initiative, analytical thinking, discretion and diplomacy.
• Ability to demonstrate a customer orientated approach.
• Good communication skills, both in writing and orally, and able to provide guidance and support to budget holders and managers at all levels.
• Highly developed inter-personal skills.
• Good team member.
• Candidates must be able to demonstrate a level of awareness of equality issues appropriate to this role.
DESIRABLE CRITERIA
• Experience of advising on matters of budget preparation and control.
• Awareness and understanding of public sector finance.
